The Institute for Security Studies (ISS) published on 31 May 2017 a commentary titled "AMISOM Needs a Mandate for Peace and Development" by Meressa K. Dessu and Omar S. Mahmood, both with ISS Addis Ababa.
The authors argue that given the failed state of Somalia, AMISOM needs a mandate that goes beyond providing security.
