Harvey Glickman, professor emeritus of political science at Haverford College, has done a nice summary on the status of Islamism in Tanzania.
Published in April 2011 by the Foreign Policy Research Institute, his analysis -- titled "The Threat of Islamism in Sub-Saharan Africa: The Case of Tanzania" (PDF) -- identifies the warning flags but does not overly dramatize the issue.
