South Sudan DDR program falls short

The Small Arms Survey released a report in May 2011 titled "Failures and Opportunities: Rethinkng DDR in South Sudan" (PDF).

The report examines the conflicting conceptions of disarmament, demobilization and reintegration (DDR) among its key stakeholders and the consequences of the program's serious limitations and modest successes. It concludes that the DDR program had no discernible impact on security in South Sudan.
