Kenya's Dilemma in Somalia

Foreign Policy in Focus published on 27 September 2013 a piece titled "No 'Cake Walk' for Kenya in Somalia" by David Zarembka, who lives in western Kenya and coordinates the African Great Lakes Initiative of the Friends Peace Teams.  The author suggests that the solution is dialogue, but al-Shabaab has never shown any inclination to dialogue unless power is handed to it unconditionally.
