Kenya is asking the United States to pay for the expansion of the airfield at the counterterrorism base of Manda Bay near the Somali border, raising concerns that Nairobi could turn to China if Washington refuses. U.S. and Kenyan forces use the military base and airfield for operations against al-Shabaab in neighboring Somalia.
