Rebuilding Somalia's Broken Justice System

 The Mogadishu-based Heritage Institute for Policy Studies published in January 2021 a study titled "Rebuilding Somalia's Broken Justice System: Fixing the Politics, Policies and Procedures."

The study suggests Somalia's federal and state leaders need to agree on an inclusive and independent Judicial Services Commission and Constitutional Court.

Customary Authority in South Sudan

The Rift Valley Institute published in 2019 a study titled "Making Order Out of Disorder: Customary Authority in South Sudan" by Cherry Leonardi, Durham University.

South Sudan's customary authorities--mostly, but not exclusively, termed as chiefs--played a key role as brokers between the rebels and local populations during conflict between the government of Sudan and southern rebels. Chiefs remain an important institution within local government and the justice system but the capacity of chiefs to enforce court decisions and resolve local conflicts is limited without government support. Chiefs continue to play a leading role in defining custom.

South Sudan Focus Groups on Constitution-Making

The National Democratic Institute for International Affairs published in June 2013 a focus group study titled "From a Transitional to a Permanent Constitution: Views of Men and Women in South Sudan on Constitution-Making."  There were 46 focus group discussions in rural, urban, and peri-urban areas across the 10 states of South Sudan.  The discussions covered a wide range of issues.  The authors of the published summary are Traci D. Cook, Leben Nelson Moro and Onesimo Yabang Lo-Lujo.
