Michael L. Baker, international affairs fellow in residence at the Council on Foreign Relations, wrote a brief piece titled "Building African Partnerships to Defeat Piracy" dated June 23, 2010.
He made the important point that too many Africans have concluded that Somali piracy is mostly a problem for non-African interests. He urges that those governments that are trying to decrease piracy should work to build more partnerships with Africans as they combat piracy. While this suggestion is a good one, his recommendations for achieving it are not as simple as he implies.
