Rear Admiral Brian L. Losey, commander of Combined Joint Task Force – Horn of Africa (CJTF-HOA), published an article in the most recent issue of PRISM on the role of the Djibouti-located U.S. military base, the only one in Africa. The article looks at conflict prevention in East Africa. Admiral Losey makes the argument that CJTF-HOA is focused on building host nation capacity to promote regional stability and prevent conflict.
He points out that eight years of task force operations have been centered on building security capacity and trust and confidence among vulnerable populations, the military and government.
