Somalia: Puntland is for Pirates

The March/April issue of Foreign Policy published an article titled "Puntland is for Pirates" by Jillian Keenan.  In the past year there has been a sharp drop in both attempted and successful attacks by Somali pirates.  This article focuses on the imprisonment of pirates in Puntland and Somaliland.
