South Sudan: Enforcing Peace

The Enough Team published in June 2015 a report titled "Neighborhood Watch: Mobilizing Regional Action for Peace in South Sudan."

The report argues that efforts to broker peace in South Sudan are not succeeding because the warring parties have little interest in making compromises in an environment where there is no cost for not doing so.  Neither countries in the neighborhood nor the international community has held South Sudan's leaders to commitments made at the negotiating table.
