Justice in South Sudan
The Institute for Security Studies (ISS) published on 29 October 2015 an analysis titled "And Justice for All" by Peter Fabricius, ISS consultant. He writes that the report for the African Union Commission of Inquiry into South Sudan, headed by former Nigerian president Olusegun Obasanjo, found that the killings in Juba at the start of the fighting in December 2013 were carried out pursuant to a state policy; and that they were coordinated and possibly also planned.
