Kenya, Terrorism, and Corruption

The Institute for Security Studies (ISS) published on 9 October 2015 an analysis titled "To Fight Terrorism, Fight Corruption First" by Irene Ndungu, ISS Nairobi. 

The author notes that from 2008 to 2014 Kenya experienced an estimated annual average of 47 terrorist incidents, most of them linked to al-Shabaab.  She argues that pouring money into the corrupt security agencies that fight terrorism is not the answer.  These agencies must first solve their internal ethical and professional deficiencies.
