The Diplomat published on 16 April 2017 a commentary titled "As Somali Pirates Return, Chinese Navy Boasts of Anti-Piracy Operations" by Ankit Panda.
The author discusses China's new military facility in Djibouti and its effort to link it to the anti-piracy operation in the Gulf of Aden. The author concludes that China's continued non-compliance with international law in the South China Sea and its own peculiar definition of freedom of navigation that discriminates between civilian and military vessels will leave others--including the United States and India--doubtful of its intentions in the Indian Ocean.
