The Center for Global Development published in May 2020 a paper titled "China's Overseas Lending: A Response to Our Critics" by Sebastian Horn, PhD student at the University of Munich, Carmen M. Reinhart, Harvard Kennedy School, and Christoph Trebesch, Kiel Institute for the World Economy. The Africa relevant discussion is contained in the Appendix.
This is a response to criticism of their initial report. For China's lending to Africa the most important critique appeared on 1 April 2020 as a blog post titled "Is China Hiding Its Overseas Lending? Horn, Reinhart and Trebesch's 'Hidden Loans' and Hidden Debt" by Deborah Brautigam and Kevin Acker. I first posted this item on 3 April 2020 below.
