The Heritage Institute published in April 2021 a report titled "Structural Impediments to Reviving Somalia's Security Forces."
The report argues that the creation of a capable Somali security force is hampered by the irreconcilability of Somalia's political leaders, nepotism, inadequate funding, potency of al-Shabaab, and external actors with different agendas.
