The Washington Institute for Near East Policy published on 29 September 2021 a policy analysis titled "Navigating the Ongoing Grand Ethiopian Renaissance Dam Negotiations" by Mohamed Maher, an Egyptian journalist based in the United States.
The good news is that Ethiopia completed without harm to Sudan or Egypt in mid-July the second filling of the reservoir behind the GERD thanks to unusually heavy rainfall during the annual rainy season. The bad news is that the author says high regional tensions increase the likelihood that the GERD negotiations will lead to conflict.
