Neither the Ethiopian State nor any other armed group is protecting Eritrean refugees in Ethiopia. UNHCR is unable to guarantee their safety. Eritrean refugees are among the most vulnerable populations affected by the atrocities and displacement caused by the civil war. Eritrea has taken advantage of the conflict to settle old scores and Ethiopia has permitted it. Today, the Eritrean refugees are scattered in Tigray, Afar, and Amhara regions while a few made it to Sudan before the border closed.
