The Quad Peace Process for Sudan

The International Crisis Group published on 1 October 2025 a commentary titled "All Eyes on the Quad: How the U.S. and Its Partners Can Push for Peace in Sudan" by Alan Boswell.

The Quad (United States, Egypt, Saudi Arabia, and the UAE) needs to get the paramilitary Rapid Support Forces and the Sudan Armed Forces to begin peace talks before there can be any end to the conflict in Sudan.

US special adviser on Africa, Massad Boulos, says Sudan is his office's top priority.  Conditions in the region may be developing that encourage regional countries to press harder for peace in Sudan.  But neither side to the Sudan conflict looks ready to accept the Quad peace proposal and it is not clear how hard they are pressing the belligerents. The Quad, led by the United States, needs to take more decisive action.
