Alex Vines, director of regional and security studies at Chatham House in London, wrote a brief but sound piece for the February/March 2012 issue of The World Today titled "Mesmerised by Chinese String of Pearls Theory." He argued there is no sign that the Chinese are planning any American or French-style naval facilities stretching from southern China across the Indian Ocean. Piracy and international terrorism, and not the rise of China, are the major strategic concern in the Indian Ocean region.
