Somalia: Arms Race vs. Arms Embargo?

Aljazeera's "Inside Story" for 12 February 2013 is a 25-minute program on efforts to lift the arms embargo on Somalia.  For this discussion, I was asked to join Peter Kagwanja, Africa Policy Institute in Nairobi, and Roland Marchal, National Centre for Scientific Research at the Paris Institute of Political Science.
