Understanding China's Belt and Road Initiative

The Center for American Progress published on 22 September 2015 an analysis titled "Understanding China's Belt and Road Initiative: Opportunities and Risks" by Ariella Viehe, Aarthi Gunasekaran, and Hanna Downing.  Although the initiative claims to include Africa, it is not clear what role it plays other than passage of ships through the Suez Canal.
