While the lead to the article is somewhat misleading, the former Nigerian finance minister did state that most African countries, especially ones like Nigeria with a strong private sector, have not found success with pure state-led growth. The article goes on to say, however, that China-style economic management seems to be working in countries such as Ethiopia and may work in Mozambique and Rwanda where power is highly centralized.
