The International Institute for Strategic Studies published on 10 May 2021 a study titled "The Evolving Nature of China's Military Diplomacy: From Visits to Vaccines" by Meia Nouwens.
The study looks at the People's Liberation Army's (PLA) global program for combatting COVID-19. It identifies seventeen countries in Africa that have received PLA assistance in the form of PPE and equipment, vaccines, video-conferences to share experiences, in-country education and training, or some combination of these contributions.
