US to Remove Ethiopia, Guinea, and Mali from African Growth and Opportunity Act

President Biden notified Congress on 2 November 2021 that he intends to terminate the designation of Ethiopia, Guinea, and Mali as beneficiary countries under the African Growth and Opportunity Act (AGOA) as of 1 January 2022.  These governments have failed to address US concerns about their non-compliance with the AGOA eligibility criteria.  The US will continue to assess if they are making progress toward meeting eligibility requirements.
