The Industrial and Commercial Bank of China (ICBC) plans to raise as much as $15 billion. ICBC holds about 20 percent of the shares of South Africa's Standard Bank, which operates in 20 African countries. The new ICBC capital is intended for its balance sheet and has not been earmarked for Standard Bank or African projects.
