India Launches Three Warships in Response to China's Naval Buildup

The Associated Press published on 15 January 2025 an article titled "India's Navy Launches Submarine, Warships to Guard against China's Presence in Indian Ocean" by Rafiq Maqbool and Ashok Sharma.

Prime Minister Narendra Modi commissioned this week at a Mumbai shipyard an India-made submarine, destroyer, and frigate in response to China's major naval buildup and growing effort to extend power into the Indian Ocean.

Africa-India Ties: Meeting Expectations?

 The Diplomat published on 11 November 2024 a commentary titled "Africa-India Ties: The Continent's Next Big Relationship or Over-Hyped?" by Barnaby Joseph Dye, King's College London, and Punkhuri Kumar, Imperial College London.  

The authors argue that the Africa-India relationship is not yet living up to expectations. Considerable barriers are preventing opportunities from being realized.  This will only change when, or if, New Delhi is able to increase governmental capacity to boost political ties and development cooperation.

India Steps Up Competition with China in Tanzania

 The Diplomat published on 14 October 2023 a commentary titled "The China Factor in the India-Tanzania Strategic Partnership" by Raghvendra Kumar, an independent researcher who recently submitted his doctoral thesis at the University of Delhi.  

China's Belt and Road Initiative in Tanzania has contributed to economic and environmental vulnerabilities that, in turn, has created space for New Delhi to expand and consolidate its bilateral engagement with Dar es Salaam.  Tanzania is a reliable and trusted partner for India in its extended Indian Ocean maritime neighborhood.

China and India Offer Different Higher Education Cooperation for Africans

 University World News - Africa Edition published on 5 October 2023 an article titled "Beyond BRICS: The Shaping of New Development Narratives" by Kudzai Mashininga.  

At the BRICS summit in South Africa last August, China, India, and Russia demonstrated different narratives for engaging with Africa.  China and India offered a competing model for development while Russia is trying to fill power vacuums.

In the case of higher education. Xi Jinping announced a Plan for China-Africa Cooperation on Talent Development to complement its other higher education programs.  Narendra Modi said Indian universities are establishing campuses in Africa, increasing scholarships, and deploying training teams to the continent.

Can India Match China in Africa?

 The Aljazeera Centre for Studies, an independent research institution, published on 4 July 2023 a commentary titled "In Its Quest for More Engagement with the Continent, Can India Match China in Africa?" by Hakeem Alade Najimdeen, a Nigerian researcher.  

The author concluded that India is not yet able to challenge China's influence in Africa but given its geographic and cultural proximity to Africa, as well as the appeal of its cuisine and cinema, India's people-centered diplomacy may be a key advantage in the long run.

Xi Jinping Not Attending Climate Change Conference in Egypt

 Climate Home News published on 2 November 2022 an article titled "China, India Set to Snub COP27 Leaders' Climate Summit" by Chloe Farand.  

More than 100 heads of states and governments are expected to attend the two-day summit session of the Conference of the Parties of the UN Framework Convention on Climate Change (COP-27) in Sharm el-Sheikh, Egypt on 7-8 November.  At least 33 African leaders are expected to attend the summit session.  

The President of China (the world's largest CO-2 emitter), Xi Jinping, is not scheduled to be among them.  The President of the United States (the world's second largest CO-2 emitter), Joe Biden, will attend the conference on 11 November but miss the summit session because it conflicts with US mid-term elections on 8 November.

To some extent, China and India are competing in Africa.  Beijing has deeper pockets and currently leads India in most areas, but New Delhi has some unique advantages and there is room for both.

China versus India in Africa

India Today published on 22 July 2018 an article titled "Ahead of BRICS Summit, India and China Vie for Africa" by Geeta Mohan. India Today followed this on 24 July 2018 with an article titled "How Modi's Africa Tour Is a Welcome but Late Move to Counter China" by Prabhash K. Dutta.

India's Prime Minister Narendra Modi and China's President Xi Jinping will meet in South Africa for the BRICS summit. Prior to the summit, Modi visited Rwanda and Uganda while Xi visited Rwanda and Senegal and will visit Mauritius on return to China. When it comes to influence in Africa, there is little doubt that India is playing catch up. China has an embassy in all 54 African countries except Swaziland, which recognizes Taiwan. India has only 29 embassies but has announced its intention to establish 18 more over the next four years. Game on!

Japan and India have embarked on a new competition with China that includes partnering in the development of Africa.

The European Council on Foreign Relations published on 29 July 2016 an analysis titled "India and China: A Scramble for Africa?" by Sunaina Kumar and Angela Stanzel.

The authors conclude that China's pre-eminent role in Africa has come to be challenged, at least in some areas, since Prime Minister Narendra Modi came to power in India.

India Versus China in Africa

Aljazeera ran on 10 July 2016 a 25 minute podcast titled "Can India Match China's Economic Influence in Africa?" It included a discussion with Alex Awiti, director of the East African Institute at Aga Khan University, Malancha Chakrabarty, Observer Research Foundation, and Andrew Leung, China analyst.

Indian Prime Minister Narendra Modi recently visited Mozambique, South Africa, Tanzania, and Kenya. The program compared the approach of China and India to Africa.

India's African Safari

The South African Institute of International Affairs published on 4 July 2016 a commentary titled "Modi's African Safari" by Elizabeth Sidiropoulos.

Indian Prime Minister Narendra Modi will visit in July Mozambique, South Africa, Tanzania, and Kenya. Last year, he visited Mauritius and Seychelles. The Indian President in June visited Ghana, Cote d'Ivoire, and Namibia. India is clearly reaching out to African nations at a time when the Indian economy is performing better than the other BRICS.

China-India Competition in Africa

Deutsche Welle, Germany's international broadcaster, published a commentary on 11 September 2015 titled "India's Modi Sets Sights on Africa" by Gabriel Dominguez. 

India will host from 26 to 30 October the India-Africa Forum Summit for representatives from all 54 African countries.  This is the third summit since the series began in 2008.  Coincidentally, it takes place less than two months before China's Forum on China-Africa Cooperation in South Africa.  India's summit may offer some evidence as to how seriously African leaders are looking for alternatives to Beijing's investment model, especially in the wake of the economic downturn in China.

The Indian Ocean: India and the Maritime Silk Road

The Diplomat published on 23 March 2015 an analysis titled "Narendra Modi's Active Indian Ocean Diplomacy" by SK Chatterji, a retired brigadier in the Indian Army.  Due in part to China's Maritime Silk Road project, the author said that India is now ready to discharge its responsibilities in the Indian Ocean area, proactively.
