The U.S.-China Economic and Security Review Commission published on 1 May 2020 a staff research report titled "China's Engagement with Africa: Foundations for an Alternative Governance Regime" by Will Green, Leyton Nelson, and Brittney Washington.
The report concludes that China views Africa as a uniquely promising testing ground for the export of is political and economic governance concepts. Accordingly, it has made a focused effort to promote its model of state-led economic growth under one-party, authoritarian rule to African countries through party-to-party training and engagements, sales of advanced digital surveillance technology, and media influence. Through these and related efforts, Beijing has harnessed its growing influence on the continent to establish the foundations for an alternative, illiberal global governance regime.
