The US Institute of Peace published on 2 July 2021 a commentary titled "Five Steps to Sustain a Cease-Fire in Northern Ethiopia" by Aly Verjee.
The author suggested the following five steps are required to maintain a cease fire in Tigray Region of Ethiopia:
--Create conditions for Tigrayan forces to accept a truce.
--Define the geography and timeframe of the cease fire.
--Spell out what is and is not permissible under the truce.
--Take measures to normalize daily life.
--Find a role for third parties to guarantee security.
