The Mogadishu-based Heritage Institute for Policy Studies published in June 2014 a policy brief titled "
Diaspora Return to Somalia: Perceptions and Implications." While noting that remittances from the Somali diaspora continue to make important contributions, the policy brief explains that diaspora returnees are becoming increasingly more common. This is resulting is some tension between diaspora and non-diaspora Somalis due to perceptions of a sense of superiority among the diaspora, employment advantages, and segregation in society. In addition, return is rarely permanent and more often circular in nature, which further exacerbates tension between diaspora Somalis and non-diaspora Somalis.
