As China expands its interests and physical presence in Africa, it increases the prospects for attacks on its interests and personnel. It is trying to ameliorate the problem by increasing its support for police training and public security cooperation.

The paper addresses the motivations behind the adoption of Chinese information and communication technology systems, which include artificial intelligence surveillance tools and other biometric identification systems.
The Georgetown Journal of International Affairs posted on 20 January 2023 an article titled "A Technological Fix: The Adoption of Chinese Public Security Systems" by Bulelani Jili.
The article looks at the proliferation in Africa of Chinese surveillance tools and questions their use. Some 22 African countries have contracted with Chinese firms to establish public security surveillance systems.
