The Journal of China and International Relations published in 2016 an article titled "Soft Power and Tourism: A Study of Chinese Outbound Tourism to Africa" by Yu-Wen Chen, University of Helsinki, and Niall Duggan, University of College Cork.
The authors argue that the Chinese government uses outbound tourism to be seen as a benign rising power willing to help weaker countries develop and establish harmonious ties. South Africa is the most active in working with public relations companies in China to promote South Africa as a tourist destination.
