The Center for Strategic and International Studies published on 6 March 2023 a commentary titled "The U.S.-Zambia-DRC Agreement on EV Batteries Production: What Comes Next?" by Christian Geraud Neema Byamungu.
The United States, Zambia, and the DRC signed a MOU to facilitate the development of an integrated value chain for the production of electric vehicle batteries in the DRC and Zambia. The MOU is seen as a concrete move to counter China in the supply chain of critical minerals in Africa.
It is, however, a nonbinding agreement and only expresses the interest of the three countries to work together. It also depends on the US private sector to invest in the DRC.
