BRICS and Africa

The Africa Center for Strategic Studies at the National Defense University in Washington asked me to prepare a paper on the "BRICS and Africa" and present remarks on the subject on 19 March 2013 to the next generation of African security leaders.  The Africa Center also translated the paper into French: Les pays BRICS et l"Afrique.
