Although there has been a sharp reduction in military conflict between Ethiopian central government forces and the Tigray Defense Forces, hopes for a negotiated peace remain slim. The author argues that Addis Ababa is only interested in obtaining a "victor's peace and strong punishment of the TPLF leaders, which would deter any deal."
