Moscow's offerings of private military companies, cheap weapons, and regime protection are laying the groundwork for enduring insecurity that will only benefit Russia in the long run. For Moscow, insecurity is good for business. It results in more security contracts and arms sales. It is in Russia's interest to perpetuate insecurity.
