A Plan for Making America a Minor Foreign Policy Player

 The New York Times published on 20 April 2025 an article titled "Trump Administration Draft Order Calls for Drastic Overhaul of State Department" by Edward Wong.

A draft of a Trump administration executive order proposes a drastic restructuring of the State Department that includes eliminating almost all embassies and consulates in Africa, shutting down long standing bureaus in Washington, firing large numbers of Foreign Service Officers, and consolidating what remains of State Department operations. 

Secretary of State Marco Rubio responded that he had nothing to do with the plan and described it as "fake news." 

Raw Story published on 20 April 2025 a comment on the draft executive order titled "'Infinite Monkeys with Infinite Typewriters': Leaked Executive Order Draft Stuns Diplomats" by Tom Boggioni. 

The author noted that "you could give infinite monkeys infinite typewriters, and they would come up with something better."

Comment:  While this plan may not survive, it almost sounds like a Russian or Chinese psychological operation.  In any event, the leaders of foreign ministries in Moscow and Beijing are either doubled over in laughter or uncorking another bottle of champagne.

China's Xinhua Urges Its Kenyan Counterpart to Join Forces to Counter Fake News

 The Kenya News Agency published on 3 October 2023 an article titled "Kenya-China News Ready to Counter Fake News" by Joseph Kamolo.

The China branch in Nairobi of the Xinhua News Agency  invited its Kenyan counterpart, the Kenya News Agency, to spearhead countering fake news and propaganda "by reporting facts based on research to build a true image of the two nations that were victims of western colonial masters."  

Kenyan President William Ruto is due to visit China at the end of the year when the two countries are expected to renew agreements for news and information exchanges.

Interview on Ethiopia and Horn of Africa with Oromo TV Channel

 Oromia 11 interviewed me for an hour on 4 April 2021 in a program titled "Waan Talk - Conversations on Ethiopia and Horn of Africa with Amb. David Shinn" hosted by Mathias Gudina.  

The conversation focused on developments in Ethiopia, both current and historical, but also dealt with related issues in the Horn of Africa.  Much of it concerned U.S. policy in the region.

Kenya's Upcoming Election

Foreign Policy published on 1 August 2017 a commentary titled "Texts, Lies, and Videotape" by Nanjala Nyabola. The theme of the article is that fake news threatens the integrity of the election and risks sparking violence in the event of a contested outcome.
