African Union Seeks to Harmonize Strategy with China

 The African Union posted on 1 December 2025 a news release titled "African Union Permanent Mission to China Convenes Strategic Retreat to Enhance Alignment, Coordination, and Implementation of the FOCAC Commitments and Agenda 2063."

The African Union Permanent Mission to China and the African group of ambassadors in China organized on 2-3 December 2025 a session to review the FOCAC Action Plan 2025-2027 and coordinate it with the AU's Agenda 2063.  The African side expressed a desire to focus on promotion of industrialization, mineral cooperation, infrastructure development, agricultural modernization, food security, and pharmaceuticals.

Current Focus of China-Africa Dialogue

 The Diplomat published on 6 September 2023 a commentary titled "The Latest China-Africa Leaders Dialogue: What has Changed?" by Ovigwe Eguegu and Hannah Ryder.  

On the sidelines of the recent BRICS summit in South Africa, the focus on China-Africa dialogue was modernization underpinned by 3 new Chinese initiatives: (1) supporting Africa's industrialization, (2) supporting Africa's agricultural modernization, and (3) developing skills by increasing vocational schools.

Status of China's 2015 Commitment of $60 Billion for Africa

Brookings published on 30 January 2018 an analysis titled "China's Engagement in Africa: What Can We Learn in 2018 from the $60 Billion Commitment?" by Yun Sun.

During the 2015 FOCAC summit in Johannesburg, China announced a $60 billion package for Africa that included $5 billion in grants, $35 billion in concessional loans and export credits, $5 billion each for the China-Africa Development Fund and the Special Loan for the Development of African Small and Mid-Sized Enterprises, and $10 billion for a China-Africa Industrial Capacity Cooperation Fund. The goal was to complete the commitment by the end of 2018. The author has found that it is difficult to obtain precise figures for funding so far on each of these programs but believes China is on track for meeting most of the $60 billion financing commitment

Agricultural Transformation: Rwanda and Ethiopia Score Best in 2017

The African Union Commission has released its 2017 draft progress report on the implementation of the Malabo Declaration on Accelerated Agricultural Growth and Transformation for Shared Prosperity and Improved Livelihoods.

Its ranking of countries in Africa places Rwanda (score of 6.1) at the top of the list followed by Ethiopia (5.3), Malawi (5), and Mauritius (5). The benchmark for African countries was 3.9, which is the minimum score for a country to be on track for implementing the Malabo Declaration. Twenty-six countries failed to reach this score and twelve failed to report. Other countries in the Horn of Africa scored poorly such as Djibouti (3.2) and Sudan (1.9) or failed to report: Eritrea, Somalia, and South Sudan.
