Russian and Chinese Manipulative Information Operations in Nigeria

 The Africa Center for Strategic Studies published on 29 September 2026 an analysis titled "The Raging Information Battle in Nigeria" by Mark Duerksen.

Russia and China are targeting Nigeria with manipulative information operations to erode trust, deepen polarization, and shape security narratives to gain greater leverage over Nigeria's political and economic trajectory.   The barrage of inauthentic content targeting Nigeria frequently portrays the country as chaotic, overrun by violence, and beyond repair through democratic means.

Russia is the most active foreign actor distorting Nigeria's information space.  Ghost reporters launder Russian narratives through Nigerian media.  Generative AI creates local content and fake experts.  Nigerian social media mobilizes influence-for-hire networks to advance Russia's geostrategic agenda. Russia's campaign aims to establish an anti-Western bloc across West Africa.

China has become more aggressive in utilizing inauthentic networks.  Chinese-linked systems operate as part of a larger information ecosystem through state media, paid content, and elite relationships, including China's United Front.  China uses these networks to insert geopolitical objectives into Nigerian domestic protests and election-related conversations.

Why Does the China-Africa Summit Matter?

 Radio Free Asia published on 3 September 2024 an article titled "EXPLAINED: What Is the China-Africa Summit and Why Does It Matter?" by Luisetta Mudie.  

The article discusses the issues that are likely to come up at the Forum on China-Africa Cooperation summit in Beijing that begins on 4 September, China's changing approach to infrastructure financing, and its goal of exporting Chinese-sponsored international norms to African countries.

Inside a Chinese Service Center in Tanzania

 Axios published on 6 December 2023 an article titled "Exclusive: Inside a Beijing-linked Chinese Help Center in Tanzania" by Bethany Allen-Ebrahimian.

The article provides a look inside a Chinese Overseas Service Center in Dar es Salaam, Tanzania.  This center and dozens of others around the world allow Beijing to help its citizens abroad with everyday problems while replicating the tools China uses keep tabs on them. 

The centers operate under the auspices of a Communist Party of China (CPC) bureau tasked with amplifying support for the party and marginalizing dissent.  In Africa, China also has Overseas Service Centers in South Africa, Angola, and Nigeria.  In Dar es Salaam, the center shares space with the China Council for the Promotion of Peaceful National Reunification, a CPC-affiliated organization.  The center's director denied that it has any relationship with the Chinese embassy or government.

The Communist Party of China's Political Leadership School in Tanzania

 The Africa Center for Strategic Studies published on 7 November 2023 a paper titled "China's First Political School in Africa" by Paul Nantulya.  

The Communist Party of China financed and has become part of the Mwalimu Julius Nyerere Leadership School in Kibaha, Tanzania. Other partners in the school are the ruling political parties in Angola, Mozambique, Namibia, South Africa, and Zimbabwe.  All of these ruling parties have held power without interruption since independence, although they have held regular elections.  

This is the first political leadership school that the CPC has built overseas.  The six African political parties are focused on supporting each other to preserve their rule.  The CPC. which remains deeply involved with the training program, sees the school as an opportunity to advance China's interests and isolate its adversaries.

China's United Front Strategy in Africa

 The Africa Center for Strategic Studies published on 5 September 2023 an analysis titled "China's United Front Strategy in Africa" by Paul Nantulya.  

This analysis describes the efforts of China's United Front Work Department and Chinese People's Political Consultative Conference to mobilize individuals and institutions in Africa to advance the interests of the Communist Party of China and isolate its adversaries.
